The National Physical Plan of Iran was defined in 1990 by the Deputy of Urban Development and Architecture of the Ministry of Housing and Urban Development with the overall goal of planning the sustainable development of settlements and wise management of the land (space) and to respond to the following issues:

1- Investigating land suitability for the future expansion of current cities and the creation of new cities.
2- Proposing the future urban network of the country and determining how to establish and hierarchy cities in order to facilitate land management.
3- Zoning throughout Iran, determination of uses
Desirability and proposal of the general framework of construction regulations in permitted uses.
